Thank you for identifying yourself and clarifying the purpose of your query.
Firstly, the recycling of the waste Lamitubes have already started commercially in India, though not in a very big scale. There are such recycling units near Mumbai, Indore and Kolkata (they make compressed boards/ lumbers) and in Nagpur (fuel recovery).
The answer to your second question is - yes, Lamitubes are better in all aspects compared to recycled aluminium too, mainly due to energy saving and fuel saving during transportation due to light weight, apart from other benefits. Moreover, if you are ready and allowed (by regulations) to use 100% recycled alluminiun for the particular health and hygiene product, you may consider using the similar recycled alluminium foil in the construction of the lamitube structure as well, instead of using 100% virgin aluminium foil.
(In Lamitube structure, there are 7 to 8 layers of different plastics materials and also contain in some products, one layer of thin gauge aluminium foil).

As you are aware, Delhi High Court in its Order dated 26th April 2006 had,
alongwith some other instructions considered the following points for
enforcing by the State Government immediately.
1. Banning of multilayer and laminated packaging
2. Installing of Pollution Control Device in Plastic Recycling Machines
3. Application of size and thickness criteria to all shapes of bags
(regardless of D-punched or waist type) and extended producer
responsibilities.
Earlier, the Delhi Government had already issued a Notification in Delhi
Gazette Extraordinary dated 10th Feb 2005, prohibiting manufacture, sale and
usage of plastic bags other than degradable plastic bags in the National
Capital Territory of Delhi. ICPE had made representation to MoEF on the
subjects alongwith Members of Plastic Industry. Your goodself was also
present during ICPE led Industry meet with MoEF on 21st Nov. 2005. Copies of
ICPE Presentations were circulated earlier to all concerned. We are
attaching the copies alongwith this message for your ready reference.
The next date of Delhi High Court Hearing on the Case is scheduled on 21st
Sept. 2006. During the Combined EC-GC Meeting of ICPE held on 2nd Sept.
2006, it was proposed that local plastics associations of Delhi or All
India Plastics Manufacturers Association (AIPMA), may appraise the Court on
the points raised by ICPE in its letter addressed to Chairman, CPCB with a
copy to Secretary, MoEF, citing the deficiency in some of the points in
CPCB's affidavit to the Delhi High Court, based on which the Hon'ble Court
had issued such Order.
You have indicated to inititate action from your side on the matter
suggesting us to send you the details. Hope you will find all the

has converted me into an activist of plastic material. Having interacted and

All around me I have started hearing people associated with any NGO or so
called social reformers taking up issue of banning use of plastics in daily
use. Every small person, who has to do some social service takes up the
issue of "do not use plastic" and world just listens to them with rapt
attention.
I am in touch with some such people of my locality and ma trying to tell the
that instead of banning plastic try and manage plastic waste in a much
better manner. I am trying to ask them to take steps that can help reduce
plastic waste atleast in their own localities. Do you have a road map as to
how small colonies/localities can come up with actionable points for
managing plastic waste. If you can suggest me some such method, I shall be
obliged.

Many are unaware of poisoning caused by re-using plastic
bottles. Some of you may be in the habit of using and re-using your disposable
mineral water bottles (e.g. Nestle, Bisleri, Aquafina, Kinley,Evian,etc...),
keeping them in your car or at work. Not a good idea.
It happened in Dubai,
when a 12 years old girl died after a long usage 16 months) of SAFA mineral
water bottle, as she used to carry the same fancy (painted by herself)
bottle to her school daily. In a nutshell, the plastic (called polyethylene
terephthalate or PET) used in these bottles contains a potentially carcinogenic
element (something called Diethyl-hydroxylamine or DEHA).
The bottles are safe for one-time use only; if you must
keep them longer, it should be or no more than a few days, week max, and
keep them away from heat as well. Repeated washing and rinsing can
cause the plastic to break down and the carcinogens (cancer-causing chemical
agents) can leak into the water that YOU are drinking. Better to invest
in water bottles that are really meant for multiple uses.
This is not something
we should be scrimping on. Those of you with family-do please advise them,
especially children.
Please forward this information. Prevention is better
than cure.

production to a great extent.
6. Plastics packaging of pharmaceutical products and health care items
like I.V.Bottles, Blood Bags, Catheter Tubes, Injection Syringes etc. saves
the health of human kind.
7. Without Plastics, our communication systems would not have come to today's
level (Telephone, Computers, Floppies, Discs etc.).
8. Plastics Furniture saves natural wood. We are able to save millions of
trees from cutting due to the availability of Plastics furniture.
9. Availabity of Plastics bottles has enabled us to get contamination free
drinking water during our travel and otherwise.
10. Use of Plastics in Buildings (Pipes, Water Storage, Sewerage) has added
quality to our lives.
There are many more advantages for which use of Plastics are
increasing day by day not only in our country but all over the world.
The question of non-Biodegrability arises for many more other
products also. Tin and other metals are not biodegradable. Glass is not biodegradable.
Even all kinds of Papers also are not easily biodegradable.
But whenever you
see an application of plastics, you are sure that it has saved lot of energy
compared to any alternate item and it might have saved natural wood.
The problem
of littering of Plastics Bags or Cups in the urban area is due to our lack
of civic sense.
Plastics constitute only 4-5% of our Municipality Solid Waste.
There are other materials too.
Very thin plastics carry bags caused more littering problem as no rag pickers
were interested in such light weight items. Considering this aspect Ministry
of Environment and Forests have banned production , storage and use of Plastic
Carry Bags less than 20 micron thickness. However implementation is not yet
very strict.
If we behave responsibly, we can make an end to it. Moreover
by recycling Plastics we can get great wealth out of it.Incineration is a costly
process and is done mainly for Biomedical waste
and the like. Correctly designed incinerators pose no health or other problem.
ICPE is working jointly with NGO's and other socially conscious groups to make
the general mass aware of their civic responsibilities.

I have been going through your magazine for many years. I also share
your views that plastics cannot be disposed with so easily. They are some thing
what the human role has been praying for something that does not degrade or

There are many colleges in the institution I am related to who feel that
plastics should be through out of our life without a second look. The only
time when I tend to share their view is when I see the large dumps comprising
primarily of plastic wastes.
Is there no way of disposing or incinerating there? How can we make such
incinerators, what would they coot, do they have any health hazard or any presentations
to be taken?

However
we donot find a corelation between your corporate policy and your proposal
for seach for alternate materials to replace the current LDPE
/ HDPE / Polyamide (plastics) packaging materials.
Plastics are the most eco-friendly materials which ptotect
our environment in sustainable manner.
Consequences of not using plastics as packaging material is
colossal as environmental buden. Plastics packaging acually makes a valuable
contribution to resource efficiency and waste prevention. A German study (GVM)
concluded that, on an average, packaging without plastics would increase
- The weight of packaging by 291 %.
- Volume of waste by 158 %.
- Energy Requirement by 108 %.
Cost of packaging would also increase
substantially. In individual cases, the figures may be very
high.

Use of Biodegradable plastics, as on date, is limited to some of the one-time

activity under overall Plastics Waste Management system.
Following Gazette of India Notifications may be referred to in
this connection:
1. MoEF Notification No. S.O. 698 (E), dated
17 th June, 2003 – “Recycled Plastics Manufacture
and Usage (Amendment) Rules, 2003 / “Plastics Manufacture, Sale and Usage
Rules, 1999”.
2. Report of the Justice Ranganath Misra Committee
on - “Plastics Waste Disposal”, dated 27 th February,
2002, published by Central Pollution Control Board, MoEF.
3. Indian Standard IS 14534 :1998.on - Guidelines
for Recycling of Plastics.
4. Air (Prevention and Control of Pollution)Act,
1981 (!4 of 1981) and Water (Prevention and Control of Pollution) Act, 1974
(6 of 14).
You have declared that you do not clean the plastics waste with water hence
there is no generation of polluted water. However as you are removing the dust
by putting the plastics waste in Dust Removing Machine, you have to take care
that the SPM level in the air does not go high beyond the permissible limit. There
is system of fitting a suction device in the Dust Removing Machine so
that all the dust particles may be collected in a bag for proper disposal.
Please also ensure that you are not using any bio-medical waste or any waste
contaminated with chemical or any toxic product, for direct recycling.
Processing of plastics is environmentally safe process. Our communication
to Central Pollution Control Board in this regard is enclosed with the necessary
enclosure.
Without testing the air in a particular premises and without comparing the
result of the test with that of the outside ambient air (outside the said premises), it
would be inappropriate to conclude that a particular processing activity in
the premises is creating some pollution, unless the normal human alarm
system can sense some unusual smell which cause some problem among the persons
working there. Plastics processing generate some waxy / characteristic
smell while processing. The research work carried out by Shriram Institute
of Industrial Research, Delhi, on behalf of ICPE, on "Plastics Processing
and Environmental aspects", has clearly shown that the emissions
during Plastics Processing are well within the Threshold Limit Value(TLV).
Summery Report of the Study is enclosed.
Hope you have taken proper measure to get your Industrial Unit Registered
under the appropriate regulatory rules.
After receiving our papers and after going through the same, you may interact
with the Pollution Control Department officials accordingly.
By a copy of this correspondence, we are also informing Tamilnadu Plastics
manufacturer's Association and All India Plastics Manufacturers Association
of the case with a request to intervene.

recycling factory in Erode. our factory is located remote area from the
town,as 15km from town. we are recycling the film form plastics more than
80 tonnes per month.our processing includes cleaning the plastic films
in dust cleaning machine,it doesn't use any water.then we are making plastic
lumps with use of extruder, and our material is 100% using for pipe applications,
which is used in agricultre.we are collecting wastes from municipality
wastes.This way we are doing our process, while processing some plastic
smell will generate, some people makes story with this smell, like, this
smell harmful to human
beings live, it causes cancer, brain problem, kidney problem. also
the Municipality board declares the same like harmful to human lives etc..so
the municipality and pollution control board are not allowing us to do
recycling. The pollution control board doesn't guide us properly. so we can't
applying deliberately for license from municipality and pollution board. some
political people in our factory area also demanding money from
us by threatening like give money otherwise we will make complaint to municipality
and pollution board. so we are struggling much with these problems, we
doesn't know how to tackle these problem, because lack of guiding.so we
don't know how long we will run our factory. more than 100 people are working in
our factory.Now all our life's are having with question,how to survive. Even
we are doing support by reducing municipal wastes, the board and municipality
doesn't care about our people.In erode more than 25 recycling factories
are there, but all are like cottage industries. so there is No strong association
for recycling .Here some association is there which is the member of plastic
trader and manufacturers using virgin materials. we are also one of the member.
Also we had talk with that association named like EROPLAS,but those
people are also lacking with guidelines .Also we are manufacturing sutli(plastic
twine) for this we are using both recycled material and virgin material.
This factory is located inside the town, here also some mild plastic smell
will generate while processing. with out prior notice the municipality
suddenly closed our company and now looking for to make seal. we've explained
everything to the board
they are not accepting any reasons, simply telling while melting the plastics,dioxin
will generate,it will affect human beings brain ,kidney,and the same story.
so I kindly request you ,to give us the guidelines for solving
this problem permanently, and getting for permanent license. This is very urgent
because now
our company is closed by the municipality.

with you. Copy of this communication has been marked to him.
PET bottle scraps are also being used for recycling in to fibres for making
Carpets and other Woven / Non-Woven items.
In one of our ENVIS Newsletters (July 2003), we had given reference of the
research organisation - SASMIRA, who have the expertise in guiding
entrepreneurs on this subject.
If you simply wish to dispose of the scrap, you can do so by forwarding this
to Nagpur(after consulting Dr. Zadgaonkar), or to some scrap dealers, who in
turn would sell this to PET Recyclers, after suitable shredding / cleaning
etc.

Dear Mr.Jawanth,
Please find attached a rough sketch of the Manual Device for compacting the
plastics scrap. One plastic or any other cover material is spread over the
device to contain the loose scrap. Occasionally one person has to stand on
the scrap to compact the scrap into a bundle.

Glad to know that you have started the segregation and composting activity
at your society.
Regarding Compacting devices, we can definitely help you by informing you
the source or how this device can be fabricated by you. Manual compacting devices
can be easily fabricated by you in which about 40 - 50 kgs of plastics waste
can be compacted to a volume of about 2 feet-cube. For this I would suggest
you visit a place "D-Ward" of Mumbai, for having a look at the existing
device there. Alternately, we may send you a sketch of the device.For Electrically
powered compacting machines, we can give you some machinery manufacturers'
names.
I have one point on Hazardous waste aspect.
You have not mentioned the source of the Hazardous Waste.
Hazardous Waste
should not be sent for dumping in the landfills. These are to be incinerated
or treated as per the Govt Regulations
If the source is Hospitals / Nursing Homes, then Civic Authorities are to
be contacted for the disposal of Medical Waste.

In our community of around 150 families I have organised waste segregation
with a certain degree of success. Most of the waste is composted or recycled.
Medical waste and hazardous waste is transported to a landfill. Plastic bags
represent large part of the waste by volume.
If we compact the plastic bags it will make it feasible to transport it and
recycle it. In the US I had seen home waste compactors which could compact
it to very low volumes. Is something similar available in India?
I have not been able to find a solution to this problem which impacts every
community in India. A low cost solution even if it is mechanical in nature
would help

PET Recycling is very common nowadays, though capital intensive.
In India, PET is mostly recycled into fibres for manufacturing various
non-woven and woven products.
Minaral water bottles are made into chips, which can be directly used for
fibre production.
Other applications include: Strapping tapes, Non Food Contact Containers
etc.

Checked up the issue.
As on date all major PET Manufacturers world wide
use Antimony Based Catalyst for manufacturing PET resin.
The same is true for
the Indian Manufacturer (RIL) also.
As on date there is no confirmed information on GoI,s asking the Indian PET
manufacturers in this regard.
Only the EU is now ascertaining whether PET manufacturing is possible by
using some other Catalyst system e.g. Titanium. However the technology has
not yet been developed.
At present the Indian Standard permits around 400 ppm of Antimony in the
Migration Test (at elevated temp. and in designated solvent solutions). The
migration level of Antimony in the manufactured PET resin generally
is in the range of 200 ppm.
I am getting the confirmed information on the migration level as per BIS. Till
such time plese donot quote the migration level of Sb (Antimony).

6. Plastics packaging of pharmaceutical products and health care items
like I.V.Bottles, Blood Bags, Catheter Tubes, Injection Syringes etc. saves
the health of human kind.
7. Without Plastics, our communication systems would not have come to today's
level (Telephone, Computers, Floppies, Discs etc.).
8. Plastics Furniture saves natural wood. We are able to save millions of
trees from cutting due to the availability of Plastics furniture.
9. Availabity of Plastics bottles has enabled us to get contamination free
drinking water during our travel and otherwise.
10. Use of Plastics in Buildings (Pipes, Water Storage, Sewerage) has added
quality to our lives.
There are many more advantages for which use of Plastics are increasing day
by day not only in our country but all over the world.
The question of non-Biodegrability arises for many more other products also.
Tin and other metals are not biodegradable. Glass is not biodegradable. Even
all kinds of Papers also are not easily biodegradable.
But whenever you see an application of plastics, you are sure that it has
saved lot of energy compared to any alternate item and it might have saved
natural wood.
The problem of littering of Plastics Bags or Cups in the urban area is due
to our lack of civic sense.
Plastics constitute only 4-5% of our Municipality
Solid Waste. There are other materials too.
Very thin plastics carry bags caused more littering problem as no rag pickers
were interested in such light weight items. Considering this aspect Ministry
of Environment and Forests have banned production , storage and use of Plastic
Carry Bags less than 20 micron thickness. However implementation is not yet
very strict.
If we behave responsibly, we can make an end to it. Moreover by recycling
Plastics we can get great wealth out of it.
Incineration is a costly process and is done mainly for Biomedical waste
and the like. Correctly designed incinerators pose no health or other problem.
ICPE is working jointly with NGO's and other socially conscious groups to
make the general mass aware of their civic responsibilities.

I have been going through your magazine for many years. I also share your
views that plastics cannot be disposed with so easily. They are some thing
what the human role has been praying for something that does not degrade or
gets eaten up by termite or rusts and is light, water proof, holds water, etc.
There are many colleges in the institution I am related to who feel that
plastics should be through out of our life without a second look. The only
time when I tend to share their view is when I see the large dumps comprising
primarily of plastic wastes.
Is there no way of disposing or incinerating there? How can we make such
incinerators, what would they coot, do they have any health hazard or any presentations
to be taken?
I would be obliged if you could help us by guiding us in the above.

and the carcinogens (cancer-causing chemical agents) can leak into the
